Try going to a salvation army store or thrift/vintage shop to find an old pooooofy prom dress. For makeup, make your skin very pale with very rosey cheeks. Hair should be curly, in a VERY voluminous up-do with feathers. Wear a lot of jewlery and just be extravagent! good luck

How about rigging up a fancy dress so the neck goes above your head, then carry around a fake head.
